Sanae Takaichi on “Japan’s Economic Security”: A Specific Review of Space Debris Countermeasures
In July 2024, Sanae Takaichi attended the G7 Ministers’Meeting on science and technology. One of the important topics discussed was countermeasures against space debris, which is defunct human-made objects in space.
In addition to large amounts of debris scattered by satellite destruction experiments conducted by China and Russia,
debris has also originated from defunct satellites and the upper stages of rockets used to launch satellites. Space debris poses the risk of colliding with the International Space Station (ISS) and astronauts during extravehicular activities, as well as the risk of colliding with and destroying satellites of various countries.
Regarding this issue, Japan possesses the most advanced “in-orbit approach and capture technology” in the world.
In the future, Japan plans to launch a satellite that will conduct the world's first demonstration of large-scale debris removal. In Japan, the Space Activities Act already requires satellite operators to take measures to prevent fragmentation and avoid collisions. The debris caused by collisions will cause immeasurable damage to various areas such as information communication, information collection, and positioning.
Now, Japan is playing a leading role in creating international norms and rules regarding the use of space.

各論レビュー： スペースデブリ対策
2024年7月、高市早苗はG7科学技術大臣大会に出席。重要議題の一つがスペースデブリ対策。スペースデブリとは、宇宙に残留している、廃用になった人工物のこと。
中国やロシアによる衛星破壊実験により飛散した大量のデブリの他、寿命を終えた衛星や、衛星打ち上げ時のロケット上段もデブリと化している。スペースデブリには、ISS（国際宇宙ステーション）や、船外活動中の宇宙飛行士に衝突する危険、また、各国の衛星に衝突し破壊させてしまう危険もある。
この問題において、日本は世界でも最先端の「軌道上における接近・捕獲技術」の保有国だ。将来は、世界初となる大型デブリ除去実証を行う衛生を打ち上げる予定。日本ではすでに「宇宙活動法」によって、衛星管理者に破砕予防、衝突回避の措置を義務付けている。衝突によるデブリが及ぼす情報通信・情報収集・測位など各方面への損害は計り知れない。
日本は宇宙利用に係る国際規範・ルール作りを主導していく役割を担っている。
