Three powers that great powers controlling the international community possess, but Japan lacks: diplomatic power with veto power in the UN Security Council, military power with nuclear weapons, and economic power with abundant natural resources. National power is the power necessary for Japan's survival in this harsh international environment. It consists of roughly five components, each with its own primary challenges. The main challenges for diplomatic power are the need for a Foreign Intelligence Agency comparable to the CIA in the United States and MI6 in the United Kingdom, and diplomatic relations with China. The challenges for intelligence power include the need for a central intelligence organization, the establishment of laws such as anti-espionage laws and wiretapping, and efforts to address asymmetric weapons, anticipating CBRNE threats. In terms of defense power, the challenges lie in the shift from passive defense to active defense and responding to a potential Taiwan emergency. For economic power, the challenges involve transitioning from deflation, which leads to chronic demand shortages, excess savings and investment shortages, and a fixed labor force, to sustainable finances while exploring the macro demand-supply balance. Regarding technological power, the challenges include formulating Japan Manufacturing 2030 in light of China Manufacturing 2025, which focuses on automobiles, new materials, and semiconductors, and moving away from a sole focus on electric vehicles (EVs) towards a return to internal combustion engines, amidst a global trend of moving away from EVs by companies like Apple, GM, Ford, and Volkswagen. Editor and author Sanae Takaichi discusses space policy as a culmination of these five national strengths. Japan is considered a space power, independently handling all three major areas of space: rockets, satellites, and space exploration. In the final chapter, she discusses "human resource strength" as an element interconnected with all these national strengths. Her approach can be summarized in the phrase: "Let the nail that sticks out grow stronger."
